Classy response, there. Differing opinions can and do happen, and you have to filter to some degree. No, people don't agree on everything, but running off and pissing off just because there's differing views that overlap more than you think solves nothing. Let's distill from the two comments some observations, shall we?

Alright, looking at the two in tandem, I see the following:

    - The image shows an improvement and possibly moving toward an interesting direction.
    - Palettes still need a lot of work, as the rings are iffy, and RHS is likely not intended.
    - Art is halfway between new and old, and gives very mixed signals.

See, seemingly conflicting statements can mix. There's good points (like the BG), but there's also points that need work (FG art, palettes), while things are a bit of an improvement from your previous showing. See? Nothing to run from, just more work to do.

You have to begin to accept the arguments. This palette are really awful, your recent music is really boring, the recent level layouts and the idea of "X thing Abuse hack" doesn't work and lots of others I could say to put you really down though when there's a truth behind the fact. I'm not saying this to put you down, understand as you want, but since I'm here to do more than just to say "This is shit", I want to help you improving, but you have to work yourself more.

The palette really doesn't make sense, especially when you link the lighter tonalities to the darker tonalities. It doesn't make any sense, and this is a point you have to accept when people gives you feedback: Work in a hack isn't a thing of 5 minutes or less, but these stuff you're showing recently really shows that they really are works of 5 minutes or less of dedicated time until you're done with them. You really evolved since the "Return To Homeland" hack, this is true, but your stuff unfortunately shows you'e still far from what the people could mention as a guy that shows a high quality product as rom hacks that doesn't frustrate people in a way. You have very good ideas, but you don't apply them as well as we expect. You have to give yourself a rest, and give hours of play in other hacks for you to see how in fact we expect a product to be in terms of quality, especially when we talk about how we should apply the ideas we have. Check out the level design tutorials. @Unlimited Trees and @MarkeyJester among other people did very nice guides related to art and level design and also @nineko, @ValleyBell and others made very cool music guides you should follow and study before think in publish a hack. Don't take me bad, just understand that this statement "I tried the maximum, but people still complain!" can't be a pretext for the public to give explendid receptions to something that isn't in fact pleasible or enjoyable. Think about this.

    So to summarize this up:

    - I agree with Neo GHZ palette than need work and when I'll have mood I'll try again fix that.
    - In second screenshot there's palette that Mr. Cat likes and RE dislikes, because doesn't make sense, FG needs work... So I have another question from now - what exactly I need to change in second stuff? The feedback lack of detail, because on FG I don't know exactly what I need to change. Shape? Shading? I left pillow shading so maybe shape? Let's move to palette shall we? I made mountains darker and sky yellow - is it issue RE? Or maybe it's good thing like Mr. Cat and LazloPsylus said.

The thing is, I'm trying to see between these arguments correct answer but I ended with situation that I really don't know what I should change in second work. Yes, Return To Homeland was bad joke hack and my 2017 work until now is slow evolution of Genesis stuff I've doing, but here I'm again confused, because of Tails Adventure LX responses - in that hack I pulled the SAME level layout tricks like spikes, more enemies, palette changes that are work on the same rules that all my previous palette edits. People was fine with it, but after Tails LX in 2017 even that I reduced dick choices and pits and other stuff comparing to Homeland, even if it's the SAME thing like in Tails LX, it's shit. Let's move to music I did until now shall we? In current state I'm not using same drum pattern I've abused in older SMPS like drum/snare/timpani/snare - still suck. I'm not using S1 instruments, I'm using various instruments - 80% still not good. And here's the cases when I made Sonic Mania Title Screen SMPS that used SAME lead FM presed I used for Raiden DX SMPS I've put in Physics Abuse hack - before it was liked by RE in SSRG Music Thread, after release of that hack I'm receiving responses it suck and in that hack I used only SMPS that was liked on SSRG Music Thread or that Shantae SMPS than win 3rd place and now people call it shit.

What I'm doing wrong? I don't know. Everything? Majority stuff? I'm confused, I'll take rest from this for now, sorry for long post, but I'm really confused what kind of direction I should take. I could follow these tutorials, but the results would be correct? Or people would still complain about minor thing like in some Sonic games reviewing cases for example now Sonic Mania few announcement clips? For now I'll rest.

I believe your biggest problem is that you don't exactly seem to know what makes a piece of art, music, or level design good. What you need to do is look at things that do these right and identify what makes them good. For music, a good way to do this is to download VGMs of good soundtracks and use VGM2MID to convert them for MIDIs which you can study in a MIDI editor.

Tastes are subjective some of the time. If one person likes your work and another person doesn't, then try to do what you can to keep what the first person likes while improving on what the other person doesn't like. You shouldn't discard either piece of criticism. However, if someone doesn't like your work and doesn't explain why, then their criticism only lets you know that you need to improve.

You can't say that if something was good in a hack of Tails Adventure, it's not bad in a hack of a Genesis Sonic game. One is a slow metroidvania for the Game Gear and the other is a fast paced platformer for the Genesis. The more advanced hardware on the Genesis is expected to be utilized for art and a Genesis Sonic hack requires level design that allows Sonic to be more fast paced and make use of the physics with slopes and stuff. The same goes for how instruments in some songs won't work as well as instruments in another.

As @Robot Echidna said, there is always room for improvement. If your work is flawed, it may not always be because you are doing something wrong, but because you are not doing it good enough.

Finally, just take your time to make something worth presenting. Working on art, music, and level design will take a significant amount of time when you are trying to make it as good as possible, but the result will be something most people will enjoy, as opposed to something no one will care about.

Should have a demo version of Project Aspect done by the SHC2017. Won't have 3 Rounds like I hoped, but two will be good. I am working on Diamond Desert's past right now. It's an ice age on Little Planet. This replaces Sky High Act 2. The chunks are drawn, as are the tiles, with several left over. Now just to implement them in game and get rid of SH2's cycling palette. All of this stays within 16-colour limit too.

those clouds look rather poor as a mostly blue colour, would probably look nicer with more white? Other than that looks pretty nice for Master System!

I have troubles drawing clouds sadly. I can't use the full 16 colours like I wish sadly. That cycling palette of 3 colours hurts the game, and I have no idea how to get rid of cycling palettes. If I did, the water would look very different. Most of the graphics, sans clouds and crystals in the background and the gems on top of the posts (not pictured) are fully original. The pattern on the ground was actually made by accident. Sister thinks the crystal trees and podiums look kinda pre-rendered.

Big news time from HardLine and ViruSSofT Team!
The SVA development has been started from scratch, and while we can't show much content before the release, here's our new Utopia Island!

The SVA was moved to the modified S3K engine with heavy optimizations.
We also made a new, more detailed plot, which will remain a mystery for you alsongside some other stuff. We can promise one thing: you will be surprised (in a good way!)
    New demo on SHC~

I see that the emerald hunting had been removed. While it wasn't a bad concept, it caused the level to loop which made things get repetitive and made the levels go on for longer than needed.

That art is gorgeous. I love the detail put into the SCZ badnik and the rope tied around the tree.

I was messing around a bit with the colors for some testing, and I got something:

I liked the result but, I don't know if I should replace the older color scheme, so I wanted opinions.

Looks better than how it previously looked. do you plan on editing the foreground art by any chance?

Assuming that you are referring to the background, keep the palette as is, it seems to fit very well with what you are going for, although I do feel that the water could be made a bit desaturated, it feels a bit too bold when compared to the rest of the colours used.
As for the foreground, must you change the art of the platforms and ground, I would probably recommend to go with a more Earth~like look and feel, shades of Gray and desaturated shades of Yellow would give the zone more of that Rockland/Beach trope that it seems you are going for; not sure how you'll change the design of the textures to make them more to your preference, but I'm sure that you'll make something much to your liking, I'm already liking what I'm seeing at the moment and this will only get better from here, keep at it until you get it to what you feel is perfect.

I made a test with Mushroom Hill sprites.

I also improved the colors of the background and the foreground. Probably it will stay like this.

    Wow, art here looks gorgeous.
Also didn't expect at all to see Tails in SVA. Looking forward to playing this in the future!

While the sky looks really impressive, I feel like the water doesn't fit at all, both color-wise and art-wise. IMO you should consider making a new water instead of sticking with an old one

I know I should be finishing up implementing the tiles I made for Diamond Desert Act 2 (Sky High Act 2), but I had some ideas for Sacred Shrine and needed to sprite them. See: An 8-bit "Fool's Emerald", and a mock-up of the pipes. Oddly enough I still have 70 tiles out of the 183 Scrambled Egg Zone Act 1 and 3's tileset allows!

You should use some of those extra tiles to make the background less repetitive. Otherwise, it looks really good.

I still need to worry about the other 2 slop types sadly. Would you rather just have me redo the backdrop to be more like S3K's Hidden Palace?

I rather not though, due to a future project...
