Well if you want to import modern Sonic music to Sonic 1, 2, 3, and Knuckles, you should look for a music file (in .midi format) of the video game from VGmusic.com. That's where I go to get any video game music I want to use for my hack. Then click on the left side of the console of the video game you want to get the music from. Then scroll down and find the video game with the music you want, and then click on it to download the .midi music file. (Although, Some games don't have every song on there.) Then use one of these guides here: "Nineko's MIDI to XM to SMPS guide" So you can convert your midi to the Sonic 1 format and so you could use for Sonic 1.

The Genesis isn't designed for that. The YM2612 and the SN76946 are meant for music, for the most part. You can use the DAC channel of the YM2612 to stream a song which includes vocals and whatnot, some custom drivers allow for that, but the quality would be questionable. Examples of hacks with streamed PCM music include: Jester's Challenge, Sonic VR, Sonic 1 Megahack Ultra Edition, and You'll have a ball.

Now, if you like it with lyrics, here's a little example for you: https://dl.dropboxusercontent.com/u/44757401/MegaPCM_ChampR.7z (highly recommend running this in Kega, as it has the cleanest DAC output)

With enough effort you can get pretty decent quality off Mega-Drive, however, it will cost you insane amount of ROM space, so, personally, I wouldn't rely on PCM music much.

Mega PCM is a DAC driver that can play digital samples of any length for you (as long as they fit your ROM) -- this is you way to have your favorite MP3s in a ROM; all you have to do is convert them to WAVs in 8-bit unsigned PCM format and install Mega PCM of course. I have some ready-to-use disassemblies in that topic though, in case you want to try it out immediately without installing to your hack.

Apparently, sound quality won't be decent in game, because of how the game interferes with hardware Mega PCM uses. This guide resolves quality issues for the most part by modifying code that accesses some hardware components: http://sonicresearch.org/forums/index.php?showtopic=3158&p=35566

I must say it again though, PCM music takes insane amounts of space, you can run out of ROM space limit quickly (most emulators don't support ROMs bigger than 4 MB). As a solution, you can compress your PCM samples into DPCM format, which is another sound format Mega PCM supports. DPCM gives you 50% compression, but it costs, well, some quality.

Yes the sega mega drive/genesis is fully capable of playing pcm music in fact you can even use compression.

The topic starts by mentioning CVSD compression and latter goes into TADPCM the second being my favorite. See http://gendev.spritesmind.net/forum/viewtopic.php?t=586
