Allow me to make a guess then. It's a specific color or two colors which are on another pallete line.

EDIT: As in, all of that color is one sprite, everything else is another.

 

I doubt anyone will get it precisely. So I'll just give out the answer.
Blues, tans, and reds are kept on palette line 0. It's specific to Sonic. But palette line 1 always contains a grey-scale, regardless of zone.
The method is a bit pricey on tiles, and will cause sprite flicker to be more of a common occurrence, but it works

Was scrolling through the replies, thinking of a possible solution and just my guess was right on the next page! I haven't messed with it much, but I wonder if you could free palette slots by using S/H on it? Although then you'd lose anything using color 15.... And it might cost more sprites....

 

Shadow/Highlight mode on sprites can only be used to affect the background layers. The mode turns colors $E and $F on palette line 3 transparent and applies highlight and shadow respectively to the background layers in its place. Alternatively, if neither background layers have their priority set, shadow will be applied to them and the sprites in that place. Sprites can't apply shadows or highlights to other sprites.

 

It's more so pricey on mappings, honestly. As for tiles, it shouldn't be all that much of an issue, especially considering you can push the limit up to $FC (252) sprites for playable characters. I do think it's brilliant as a visual trick, but if you truly want that many colors for singular sprites, moving it to the 32X would be a better option. Which is something I would love to do for my hack in the future.

 

Currently working with the 32X is beyond my reach. I would like to do it, but I'm nowhere near skilled enough for it, at least not enough to do it without severe hand holding.

I figured I'd show off something I'm pretty proud of.
While working on my project I decided to test what I know and try doing some demoscene-like effects. And after some tinkering I was able to do come up with this:

A few things I could improve, but I think it looks nice so far.
