How to switch HCZ water?

Of course I read this guide : http://info.sonicretro.org/SCHG_How-to:Work_with_Water_in_S3K

But only HCZ water can't switch to other stage.

This guide said, "$0078B2 - If the level is HCZ (either act), jump to $0078F2. (Enable water)" and "Level ID : HCZ - 01"

However in my Sonic 3 & Knuckles, "0078B2 - 0C 38 00 01 FE 10 67 38. 00". Wait, "00 01" will be AIZ act 2 isn't it?

What is wrong this problem ? help me ~
