Is there a way to use Level-based Special Stages(Special Stages that looks like normal zones)? How?
Do you mean using a classic level as a special stage?
If so, there could be several ways, for example, creating a new game mode with a customized version of the normal level engine (which would probably the most proper way to do it), or adding conditional branches in the "Level" routine to avoid confusion with normal levels, customize it to make it look "special" and retain the right level order.

after that you will need to study a bit about objects, the resize subroutine and other but small stuff, and done
Do you mean make the special stages like a normal level? Like how some of the special stages are in Sonic Chaos SMS? Meaning in order for the level to end, you have to find the chaos emerald? Or just make each SS like a normal level, have Sonic go from point a to b? If so, you should be able to use SonED2 to import art, edit each object, collision data, etc. for each special stage.
No... to end the level, sonic will need to pick the "end-of-level flag", with or without the emerald
and yes, I know that I will need to add a new zone, create the "Emerald" object, create more objects, reprogram the game to understand how to load the "Special Stage" level, and some other things...

you must be referring to aquaslash I am guessing since I know he is the only person I have seen that was actually capable of doing that. anyway, though I doubt he will take yes for an answer but why don't you try asking him on the basic's of how he did it at the very least (just a thought). never hurts to try.
Aquaslash made The S Factor, he's at Retro, not sure about SSRG.

I know in this one hack (I think may have been Sonic 1 CD, not entirely sure) there was something similar to what you described. The test zone in Sonic 1 Megamix also uses art for Special stages.
